RPG has successfully managed the entitlement of numerous complex entitlement processes in Berkeley, one of the highest barriers to entry cities in California. Ms. Perkins is a licensed real estate broker in the State of California. Mr. Rhoades experience as a former City Planning Manager for the City of Berkeley and current service as a member of the California Planning Roundtable provide a platform for improving housing development across the state.

Ms. Lubin is a real estate developer, renewable energy advocate and entrepreneur focused on affordable, sustainable multifamily housing that addresses the related challenges of climate change and housing affordability. She recently completed the first purpose-built ground up co-living development and among the first all-electric developments in the Bay Area - and in the U.S. The project is a highly sustainable, all-electric, missing middle housing development in West Oakland that is on-track to achieve zero-net energy production. She also recently completed the first municipal bond financing in the U.S. for co-living and for all-electric development. She has particular depth of expertise in co-living, modular/pre-fab construction, workforce housing and renewable energy including new business models in ZNE and/or embodied carbon reduction.
Ms. Lubin’s experience ranges from pre-revenue organizations to multinationals $3B+ in revenue. She is fluent across disciplines including project finance, acquisitions, negotiation and contracting, due diligence, law & regulatory affairs, business development and innovation and design. Previously Ms. Lubin worked as an attorney at Kirkland & Ellis, LLP restructuring in excess of $35 billion in debt obligations for multinational public and private companies. She has an MBA from the Kellogg School of Management, a JD from Northwestern University School of Law, a certificate in Multidisciplinary Design from Archeworks and a Bachelor of Arts from the University of Michigan, Ann Arbor.
Matthew Fialho is a co-founding partner with H3M Partners, LLC. He is also a Principal of Real Estate Debt with Ares Management LLC, a global alternative asset manager. Mr. Fialho has over 15 years of direct commercial real estate experience in various disciplines on both the equity and debt sides including varying property types in the middle markets and institutional levels. Prior to co-founding H3M Partners, Mr. Fialho was a partner with Prescott Partners, Inc. an opportunistic real estate investor based in San Francisco. Before that, he was an Acquisitions Officer with Veritas Investments, Inc. a multi-family operator focused on the Bay Area. Mr. Fialho also spent three years with MetLife Real Estate Investors focused on the Pacific Northwest markets. He also worked with New York Life Investors for seven years focused on structured debt across the west coast markets. Mr. Fialho began his commercial real estate career with Prentiss Properties in asset management and Seagate Properties in property management. Mr. Fialho is a native of Oakland, California.
